Today, about 750,000 Pennsylvanians get health care because of Medicaid Expansion and since 2015, more than 2.5 million have received coverage at some point because of Medicaid Expansion. See below for information on Medicaid programs and waivers, and the offices that distribute them:
OFFICE OF LONG-TERM LIVING:
The Office of Long-Term Living administers Medicaid programs that provide long-term services to both older Pennsylvanians and adults with physical disabilities.

MEDICAID IN PENNSYLVANIA – HEALTH CHOICES:
To receive waivers that cover home care services from AmeriBest Home Care, you must have Medicaid insurance (also known as HealthChoices in Pennsylvania). Visit this page to review more information including eligibility requirements, services covered, and application/renewal information.
COMMUNITY HEALTH CHOICES:
If you’re 21 or older and have both Medicare and Medicaid, or receive long-term supports through Medicaid because you need help with everyday personal tasks, you will be covered by Community HealthChoices (CHC). Community HealthChoices supports individuals residing in their homes instead of facilities. AmeriBest Home Care services often fall under Community Health Choices.

Waivers Under Medicaid:
Waivers offer various services and benefits. Each waiver has a unique set of eligibility requirements and services. See below for the list of waivers offered under the Department of Human Services, and click the links for further information on eligibility requirements. Waivers with a star next to them are most commonly utilized for services with AmeriBest.
The program is designed to help adults with autism spectrum disorder participate in their communities in the way they want to, based upon their identified needs.
The Community Living Waiver supports individuals with an intellectual disability, autism or developmental disability to live more independently in their homes and communities through the provision of a variety of services that promote community living, employment, communication, self-direction, choice and control.

The Pennsylvania Consolidated Waiver is designed to help individuals with an intellectual disability, autism or developmental disability to live more independently in their homes and communities and to provide a variety of services that promote community living, including self-directed service models and traditional, agency-based service models.

Infant, Toddlers, and Families Waiver
The Infants, Toddlers and Families (ITF) Waiver provides home and community-based services, specifically special instruction to infants and toddlers, birth to age 3 who are experiencing developmental delay(s) as evidenced by a minimum of a 50 percent delay in one or a 33 percent delay in two developmental areas, and who need Early Intervention services.

Person/Family Directed Support Waiver
The Pennsylvania Person/Family Directed Support Waiver is designed to help individuals with an intellectual disability, autism, or developmental disability to live more independently in their homes and communities and to provide a variety of services that promote community living, including self-directed service models and traditional, agency-based service models.

Section 1115 Waiver Application for Substance Use Disorder
The Department of Human Services (DHS) is making available for public review and comment the proposed Federal Section 1115 Demonstration waiver application for substance use disorder (SUD) services.

The Omnibus Budget Reconciliation Act (OBRA) Waiver is a Home and Community-Based Waiver program that may help you if you have a developmental physical disability to allow you to live in the community and remain as independent as possible.

Community HealthChoices is Pennsylvania’s long-term services and supports managed care program for people eligible for both Medicaid and Medicare, as well as individuals 21 or older with physical disabilities.

Act 150 – The Attendant Care Services Act
If you have a physical disability, the state-funded Act 150 program may be available to you to continue to live in your home and community with support and services.
